Registration Policy
A. PURPOSE
The purpose of the Registration Policy is to establish eligibility requirements and guidelines for receiving a Durham County Library borrower’s card.
B. POLICY STATEMENT
The Durham County Library offers the following types of borrowing privileges:
1. Resident Borrowing Privileges
- Adult 18 years of age or older with proof of current address in Durham County
- Adult with ownership of real property or business in Durham County
- Juvenile with age from birth through 17 years with a current address in Durham County and parent or legal guardian present to accept responsibility
Cards do not expire if kept in use. Loan limit is 50 items. - Acceptable forms of ID for resident borrowing privileges:
- Valid state-issued driver’s license
- Valid state-issued ID card
- Or a combination of one item from Column A and one item from Column B

2. Temporary Resident Borrowing Privileges
- Temporary resident with proof of local address
- Non-resident student enrolled in a school located in Durham County, with proof of enrollment and address – if under age 18, parent or legal guardian present to accept responsibility
Card is valid for one year and may be renewed. Loan limit is 10 items.
3. Courtesy Borrowing Privileges
- Juvenile living in Durham County who is unable to provide identification and consent from parent or legal guardian
- Adult resident of Durham County who provides identification without current address
Card is valid for one year and may be renewed. Loan limit is 3 books.
4. Non-resident Borrowing Privileges
- Individual who does not qualify for resident’s borrowing privileges is eligible for a borrower’s card with full borrowing privileges upon payment of annual charge of $45 – charge subject to changes at the beginning of each fiscal year
Card is valid for one year. Loan limit is 50 items.
5. Institutional Borrowing Privileges
- A non-profit institution in Durham County
- Use of card is intended to support objectives of the institution
- Institution accepts fiscal responsibility for borrowed materials
- Institutional cards are authorized by the Library’s Circulation Managers or the Bookmobile Librarian for institutions visited by the Bookmobile
Card is valid for one year. Loan limit is 200 items.
6. OASIS (Older Adult and Shut-In Service) Individual Borrowing Privileges
- Retirement communities, senior centers and extended care facilities are eligible through the OASIS program
- The institution accepts fiscal responsibility for borrowed materials
- The card is authorized and held by the OASIS staff
Card is valid for one year. Loan limit is 200 items.
7. OASIS Institutional Borrowing Privileges
- Retirement communities, senior centers and extended care facilities are eligible through the OASIS program
- The institution accepts fiscal responsibility for borrowed materials
- The card is authorized and held by the OASIS staff
Card is valid for one year. Loan limit is 200 items.
8. Computer Use Card
- Available to all customers of the Durham County Library regardless of residence
Card is valid for one year. No items may be checked out.
A person may have only one library card and only one account at a time.

D. RESPONSIBILITY
It is the responsibility of all public service supervisors to understand this policy fully so as to ensure fair and equitable application. It is the responsibility of the Deputy Director to interpret, monitor and recommend updates to the policy.
